History In 1948, two attorneys and business partners, Elmer Winter and Aaron Scheinfeld were under a tight deadline to finish a legal brief. Finding themselves in need of supplemental administrative employees, they discover there are no companies to provide this service. As a result, they established Manpower. The company would expand via branch offices in 1954 and internationally in 1955. Manpower would begin trading on the New York Stock Exchange in 1962.
